The Commission for Air Quality Management (CAQM) imposed Stage 1 measures under the Graded Response Action Plan (GRAP) for the Delhi-NCR region on October 21 after air quality deteriorated sharply. The Air Quality Index (AQI) rose from 179 (moderate) on October 20 to 244 (poor) by 2 pm on October 21, prompting the enforcement of stricter pollution control norms.
Under Stage 1 of GRAP, authorities are directed to strictly enforce Pollution Under Control (PUC) certificates and penalize or impound visibly polluting vehicles. Restrictions on older diesel and petrol vehicles remain in place. Non-destined trucks must use the Eastern and Western Peripheral Expressways, while inter-city and interstate buses must comply with standards allowing only electric, CNG, or BS-VI diesel buses. Construction sites must implement dust-control measures, including covering materials and using water sprinklers or anti-smog guns.
The GRAP framework is designed to mitigate worsening air pollution in Delhi-NCR by targeting vehicular emissions and construction dust, which are major contributors to poor air quality. The current AQI spike reflects seasonal pollution trends exacerbated by vehicular traffic and construction activities. Similar GRAP measures have been implemented in past years to curb pollution spikes, aligning with national efforts to improve urban air quality and public health.
The CAQM’s statement confirming the AQI rise and the imposition of Stage 1 GRAP measures was issued on October 21. Enforcement actions on vehicles and construction sites are underway as part of the response to the deteriorating air quality in the region.
