The Ministry of Electronics and Information Technology (MeitY) is planning to expand DigiLocker services into private sectors such as finance, education, and healthcare, according to a Request for Empanelment (RFE) published on September 21. The National e-Governance Division (NeGD) will outsource the task of growing DigiLocker’s user base by identifying institutions and use cases for integration, aiming to bring government-issued documents onto the platform for private sector use.
The RFE outlines that selected companies will be responsible for mapping demand for DigiLocker’s use cases and handling technical integration with institutions. In the financial sector, use cases include customer KYC, onboarding for lending, account opening, insurance, and verification of income and address for underwriting. In education, potential applications cover admission and scholarship processing and verification. The government is inviting feedback on the draft RFE from industry, prospective partners, government departments, and the public.
This move marks a significant step in broadening DigiLocker’s reach beyond government services, potentially streamlining document verification and reducing paperwork in private sectors. By enabling access to documents such as Aadhaar, PAN, driving licenses, and vehicle registrations, DigiLocker could enhance efficiency in customer onboarding and service delivery. The expansion aligns with broader digital governance initiatives aimed at integrating public digital infrastructure with private sector processes.
The RFE was published on September 21, with MeitY inviting comments and feedback to refine the initiative. The final empanelment and rollout timeline will depend on responses and subsequent government approvals, setting the stage for DigiLocker’s deeper integration into private sector workflows.
