NITI Aayog has proposed a major overhaul of India's skilling programmes by linking government funding to verified employment outcomes such as job placements, retention, and wage growth. The proposal, outlined in the report Reimagining Skilling for Viksit Bharat@2047, suggests adopting a pay-for-results model where private institutions finance training upfront and receive government reimbursement only upon meeting predefined employment benchmarks, according to inc42.com.
The think tank cited Skill Impact Bonds as an example of this outcome-linked financing framework. Under the new model, funding would follow results rather than the number of students trained, introducing competition among training providers. Shantanu Rooj, CEO of TeamLease Edtech, said this would create accountability and incentivize providers to improve quality. However, challenges remain in tracking employment status after training completion, which is critical for verifying outcomes.
This shift marks a significant change from the current system where there is no performance management or outcome accountability for skill providers. The proposed model aims to encourage learners to select programmes with better employment prospects and push providers to compete for funding based on results. The approach aligns with broader efforts to address persistent gaps in India’s labour market and improve the effectiveness of skilling initiatives.
The report Reimagining Skilling for Viksit Bharat@2047 was published by NITI Aayog in August 2026, setting the stage for potential policy reforms in India's skilling ecosystem. The government’s next steps will be closely watched as they consider implementing this outcome-linked financing model.
