The Telangana Cyber Security Bureau (TGCSB) has deployed C-SIGHT, an offline AI platform designed to investigate child sexual exploitation and abuse material (CSEAM). Launched in February 2025, the system processes CyberTipline reports with 98% accuracy in under 20 minutes, ensuring no sensitive data is sent to external AI tools, according to TGCSB Director General Shikha Goel, as reported by medianama.com.

C-SIGHT automatically extracts data from CyberTipline PDF files, converting them into structured datasets. It analyses images and videos to estimate victims' probable ages, categorizes the nature of abuse, and flags high-risk cases, particularly those involving children under five years old. The platform uses role-based access controls to protect sensitive material. TGCSB’s Child Protection Unit developed the system in partnership with Vatins Systems, leveraging reports from the National Center for Missing & Exploited Children (NCMEC), a global reporting mechanism.

The deployment of C-SIGHT addresses critical challenges in handling sensitive child abuse investigations by combining privacy-first AI with rapid processing. Its 98% accuracy in identifying CSEAM content and 100% accuracy in suspect identification positions it as a significant tool in law enforcement’s efforts to combat child exploitation. The system’s offline nature mitigates risks associated with data breaches and unauthorized access, setting it apart from conventional AI tools that rely on cloud connectivity.

Since its establishment on February 18, 2025, the TGCSB’s Child Protection Unit has integrated C-SIGHT into its investigative workflow, enhancing the bureau’s ability to respond swiftly to abuse reports. The platform’s capacity to process each tipline report within 20 minutes supports timely interventions in sensitive cases.
