The report reveals that WhatsApp received 15,182 user grievances in India through its designated grievance officer channels via email and post during June. However, only 414 accounts were actioned, representing an action rate of approximately 2.7%. The largest category of complaints was "ban appeal," with 7,873 complaints and 92 accounts actioned. Other categories included "other support" with 6,665 complaints and 320 actions, "account support" with 393 complaints and two actions, "product support" with 97 complaints and no actions, and "safety" with 154 complaints and no actions taken.
The report explains that safety-related complaints are not marked as "actioned" in WhatsApp’s internal process because these cases are redirected to in-app reporting instead of being resolved through the grievance officer channel. WhatsApp did not action every complaint it received for several reasons, including the nature of the complaints and the internal processes for handling them. This compliance report is part of WhatsApp’s obligations under the IT Rules to provide transparency on content moderation and grievance redressal.
